British Medical Journal - Medical Prescription of Heroin to Treatment Resistant Heroin Addicts 
Six page summary of research conducted in the Netherlands which concluded that co-prescribing heroin with methadone "is feasible, more effective, and probably as safe as methadone alone in reducing the many physical, mental, and social problems of treatment resistant heroin addicts".  Published August 2003.  (Adobe Acrobat - 113kb)

The new drugs strategy aims to restrict the supply of illegal drugs and reduce the demand for them. It focuses on protecting families and strengthening communities. 68 page pdf

Understanding Drug Selling in Local Communities - Report

Wet Day Centres In The United Kingdom 
ODPM and Kings Fund research report on the effectiveness of Wet Day Centres.  Framework HA's Handel Street Centre in Nottingham was one of the few centres to take part in this study.    Published December 2003.  (Adobe Acrobat - 276kb).

Youth Homelessness & Substance Misuse: Report To The Drugs & Alcohol Research Unit

The UK Workforce Hub (the standards setting body for voluntary and community sector) has recently developed these sector-specific standards for trustees/management committee members. The Government's new White Paper outlining its proposals to tackle anti-social behaviour including new measures to make begging a recordable offence and take further action against 'anti-social tenants'.  Published March 2003.  (Adobe Acrobat - 294kb).

Respect For Nottingham
Published in October 2003 this is part of Nottingham City's Crime & Disorder Reduction Strategy aimed at tackling begging, street prostitution, drug dealing and anti-social behaviour.  The document has some important implications for local homelessness services and single homeless people.  (Microsoft Word - 104kb).

Sustainable Accommodation Strategy (Youth Justice Board)
Published in July 2005, this is the Youth Justice Board's strategy to ensure the provision of suitable and sustainable accommodation for young offenders.  The strategy is open for consultation responses until 19th August 2005.  (Adobe Acrobat - 128kb).

The Key To The Future? The Housing Needs of Young Adults In Prison
This recently published report by the Howard League for Penal Reform calls on the Government to urgently review housing legislation in order to tackle homelessness and rough sleeping  amongst young people. Funded with a Housing Corporation Innovation & Good Practice Grant, this is an evaluation of how 100 tenants receiving a tenancy support service fared compared to 60 tenants with no support. Care Leaving Strategies - Good Practice Guidance
Issued by the Office Of The Deputy Prime Minister this document suggests a number of action points for successful transition of young people leaving care.  Encourages all local authorities to develop a clear strategy for care leavers.  Published June 2002. (Adobe Acrobat - 741kb).

Dual Diagnosis Good Practice Guidance
The Department Of Health's guidance on the delivery of services to people with dual diagnosis by statutory agencies.  The Guide aims to set out the measures which need to be taken by mental health and substance misuse services to end the scenario of people with dual diagnosis being passed from service to service. Published by the National Canine Defence League's Hope Project, this information pack is aimed at hostels and day centres who want to look at making their services dog friendly.  The pack contains guidelines and suggested policies.  This is a large document but downloading it helps to keep down costs for the Hope Project.  Homelessness Code Of Guidance For Local Authorities - Published July 2006
Published 24 July 2006, this code provides statutory guidance on local authority housing and social services statutory functions in respect of people who are homeless or at risk of homelessness. The code is issued by the Secretaries of State under section 182 of the Housing Act 1996, and local authorities must have regard to the guide, by law.  1642 kb (pdf)

'Like Any Other Child' - Executive Summary Report
A new report published in January 2008 by Barnado's, as part of its campaign to end child poverty in the UK. The report is calling for asylum seekers to be given the right to work, so they can lift their children out of poverty.

**** NEW Mental Health Act 2007 (Commencement No.5 and transitional provisions) order 2008 - Guidance on Transfers between places of safety -
Section 44 of the Mental Health Act 2007 came into force on 30 April 2008. It allows a person who has been detained under Section 135 and 136 of the Mental Health Act 1983 to be taken from one place of safety to one or more other places of safety during the 72 hour maximum overall period during which they may be detained. This document provides guidance to workers on transfers between places of safety.

Accreditation Of Providers Of Supporting People Services
